History of COPs and failed commitments

In 1992, the United Nations Framework Convention on Climate Change (UNFCCC) was adopted to combat climate change and limit increasing world temperatures. To issue a legal framework, the parties started their negotiations at what is known as the Conferences of Parties (COP).

 

The first legal binding protocol was adopted at COP3 in Japan’s Kyoto in 1997. This treaty committed 37 industrialized nations and the European Community to reduce their GHGs by 5% below 1990 levels. Although the Kyoto Protocol set a timeframe for those countries from 2008 to 2012, it failed to limit the temperature increase by 2 degrees.
